Achado promises eradication of ghost workers, prompt payment of salaries

A Benue state APC governorship aspirant, Arc. Asema Achado, has promised that his administration will eradicate ghost workers and as well ensure prompt payments of workers salaries.

The aspirant made these promises in a media note, a copy which was sent to our correspondent in Makurdi.

According to Achado, his administration will overcome the menace of ghost workers and over-bloated wage bill which he described as one of the challenges afflicting Benue State within six months in office.

He said: “The road to financial prudence and revenue generation devoid of leakages is TSA—acronym for Treasury Single Account. It is a system that restricts the operation of Bank Accounts under single treasury and provides no room for multiple accounts to forestall leakages and ensure frugality”

The aspirant noted that Benue State would save wastages from the analog system of cashflow in place, where moneys are withdrawn in cash and unaccounted for.

He also promised to establish an Integrated Personnel Payroll Information System, adding that an IPPIS Secretariat would be established, responsible for payment of salaries and wages directly to Government employee’s bank account with appropriate deductions and remittances of 3rd party payments such as; Benue Internal Revenue Service, State Health Insurance Scheme, State Housing Fund, Pension Fund Administrator, Cooperative Societies, Trade Unions Dues and Bank Loans.

Achado said he is committed to efficient and effective service delivery, stressing that his main aim would be to pay accurately and on time within statutory and contractual regulations.

His words: “We aim to provide a payroll service that is customer focused and that utilises technology wherever possible. The IPPIS secretariat would be responsible for processing and payment of salary to State Government Employees across the MDAs.

“This project would save the Government of Benue billions of Naira by eliminating thousands of ghost workers as it has already yielded results in the Federal Government service.

“We will deploy appropriate software for automated staff verification and management, that will collate data of all local and state government staff, and pensioners in the state. We will eliminate employment nepotism, disenfranchisement, corruption and all illegalities practiced in the system. With the help of the software, we will have the record of the exact people employed in the state, their salary, when they were employed and we will balance employments with real figures.

“The system will come with an automatic retirement module, with pension scheme from approved pension administrators.
We will leverage on BVN technology to match account numbers in order to eliminate multiple payments and transaction errors on the payroll.

“We will deploy automated payroll systems that will be directly monitored by my office. We will introduce an e-governance software that will help our administration manage government expenditure, aid decision making processes and automate all other processes.

“We will deploy e-governance solutions to running government. This will improve productivity, create multiple job opportunities, generate more revenues, cut costs of governance, boost transparency and accountability amidst other advantages.

“We will partner with Nigeria Inter-Bank Settlement System (NIBSS ) and reliable payment systems such as remita, interswitch and paystack to automate payment solutions in the state”
